Textile Export Compliance in 2026: What EU and US Buyers Now Require

Compliance has become a normal part of the development calendar rather than a pre-shipment formality. Brands that collect the required documents during production avoid the delays and rework that appear when paperwork is assembled at the last minute.

Fibre content and labelling

  • EU: fibre composition must be declared with the correct generic names and tolerance rules; care labelling follows ISO 3758 symbols.
  • US: the FTC requires fibre content, country of origin and identification of the manufacturer or dealer, plus care instructions under the relevant rule.
  • Both require accurate naming of generic fibres; marketing names cannot replace generic names.

Chemical and restricted substances

ZDHC MRSL, OEKO-TEX Standard 100 and buyer-specific restricted substances lists are now standard requirements. The most frequent problem areas are azo dyes, formaldehyde, APEO, phthalates in prints, and PFAS in water-repellent finishes, which are subject to increasing restriction in Europe and several US states.

Supply chain due diligence

  • Factory social compliance audits, often based on a recognised framework or buyer protocol.
  • Traceability from fibre to finished goods, increasingly requested with batch-level records.
  • Environmental permits and effluent test reports for wet processing.
  • Grievance mechanisms and documented subcontractor control.

Packaging and extended responsibility

European packaging rules are tightening requirements on recycled content and on the reduction of single-use plastic. Many buyers now specify recycled polybags, paper hang tags with certified fibre sources, and elimination of unnecessary packaging layers such as individual tissue and plastic clips.

Practical preparation checklist

  • Collect certificates with valid scope at the enquiry stage, not at shipping.
  • Record chemical inventory and test reports per fabric and per colour.
  • Confirm the exact labelling layout with the buyer before printing.
  • Verify HS codes and rules of origin to prevent customs delays.
  • Keep a compliance file per order, including the approved sample and test results.

Compliance is best treated as a design input. When the requirements are known before the fabric and the label are chosen, meeting them costs very little; when they surface after production, the cost multiplies.
